Urban Mobility Training: The Revolution in Goiás Municipalities
4 min readUrban Mobility Training: The Revolution in Goiás Municipalities
Urban mobility management is one of the biggest challenges faced by municipalities in Brazil. In a scenario where city growth and the increase in the number of vehicles directly impact the quality of life of the population, the need to train public managers to plan and implement efficient traffic and transportation policies is increasingly evident. With this in mind, the Faculdade de Ensino Superior Pelegrino Cipriani (Faspec), in partnership with the Government of the State of Goiás, has launched an innovative course that promises to transform the reality of Goiás municipalities: the Municipal Mobility Management Course.
This course, born from the joint effort of committed authorities and institutions, was conceived by Dr. Nayara Coimbra, representing CETRAN-GO, and Humberto Kennedy, Vice President of the Automóvel Clube Brasileiro (ACBr), during the XIX Focotran event on May 23, 2024. During the event, Faspec was officially named FIA University in Brazil, being responsible for the pedagogical and academic organization of the course, under the leadership of its General Director, Kleber Denis Pinto.
With 5,000 free slots distributed across the various public agencies in the State of Goiás, this initiative responds to the growing demand for more efficient and sustainable traffic solutions in cities. In this post, we will explore the importance of this training, its expected impacts, and how this partnership is promoting a real revolution in urban mobility in Goiás municipalities.

The Importance of Training in Urban Mobility
Efficient urban mobility is essential for the development of cities and the quality of life of citizens. However, for public policies in this area to succeed, public managers must be prepared to face the challenges involved in planning and implementing actions related to traffic and transportation.
It is in this context that the Municipal Mobility Management Course, offered by Faspec, emerges. The institution, recognized for its excellence in distance learning, has committed to preparing municipal managers to implement solutions that can improve traffic flow, reduce congestion, promote road safety, and encourage the use of more sustainable transport modes, such as bicycles and public transportation.
Course Structure: What Will Be Covered?

With a workload of 60 hours, the course consists of five modules, carefully designed to cover all aspects of urban mobility management:
Students will learn to develop mobility plans that integrate different modes of transportation and consider the specific characteristics of each municipality. The focus will be on sustainable planning and the inclusion of technologies that optimize traffic flow.
This module will cover the creation and strengthening of municipal mobility departments, essential for city governments to efficiently manage their traffic policies.
Here, managers will learn about the legal and bureaucratic processes for creating the departments and understand how to effectively integrate urban mobility into city planning.
This module will focus on traffic management, emphasizing supervision, infrastructure maintenance, and the use of monitoring technologies.
Finally, the course will teach how to monitor and evaluate the implemented public mobility policies, using metrics that ensure their effectiveness and efficiency.
The course is aimed at municipal managers, mobility secretaries, and other professionals who work in public administration and are directly involved with traffic management in municipalities. This training is essential for these managers to tackle the challenges posed by urban growth and the need to promote more sustainable mobility.
Expected Impact in Goiás Municipalities
The offer of 5,000 slots for public servants represents a unique opportunity for Goiás municipalities. At the end of the course, it is expected that managers will be able to promote significant changes in urban mobility policies, transforming cities into more organized, safer, and more accessible spaces.
The main expected impacts include:
- Reduction of traffic congestion: With the training of managers, it will be possible to develop mobility plans that optimize traffic flow, reduce bottlenecks, and facilitate the movement of vehicles and pedestrians.
- Promotion of sustainable transportation alternatives: The course will encourage the use of public transport and non-motorized modes, such as bicycles, contributing to the reduction of carbon emissions and the improvement of air quality in cities.
- Increased road safety: The training in traffic policies will prioritize citizen safety, reducing the number of accidents and promoting safer traffic for everyone.
- Local economic development: With more efficient mobility management, cities become more attractive for investments, both from the public and private sectors, which can generate a virtuous cycle of economic development.
Urban Mobility as a Tool for Sustainable Development
One of the main differentiators of this course is its focus on sustainability. Sustainable urban mobility is one of the pillars for meeting the goals of the UN Agenda 2030, and Faspec’s course was carefully structured to prepare public managers to develop and implement policies that promote the use of cleaner and more efficient modes of transportation.
The integration of public transportation, bicycles, and the reduction of private vehicle use are strategies that, in addition to improving traffic, also contribute to environmental preservation and the improvement of quality of life in cities.
The Faculdade de Ensino Superior Pelegrino Cipriani, in partnership with CETRAN-GO, the International Automobile Federation (FIA), Automóvel Clube Brasileiro (ACBr), and other local authorities, is offering a unique opportunity for Goiás municipalities. Through the Municipal Mobility Management Course, public managers will have access to the tools and knowledge needed to transform their cities into more efficient, safer, and sustainable places.
With a workload of 60 hours and 5,000 free slots for public servants, this training promises to revolutionize urban mobility in the state, promoting economic development, road safety, and sustainability.
Efficient urban mobility is not just a traffic issue; it is an essential tool for sustainable development and the population’s quality of life. And, with the support of renowned institutions like CETRAN-GO and FIA, Faspec is at the forefront of this transformation.
