Why in June were almost 80% of the fines in Campinas for motorcycles? | Estadão Mobility | MotoMotor Maio Yellow

The Municipal Development Company of Campinas (Emdec), the Municipal Guard and Military Police of Campinas carried out 11 raids in the city during the month of June. In total, the entities issued 559 fines, 440 of which were directed at motorcyclists. Therefore, 78.7% of traffic stop fines in Campinas were aimed at motorcycles in the last month. At the same time, 113 motorcycles were seized and taken to the municipal yard during this period.

According to a note released by city hall, “the operations are mainly focused on curbing risky behavior and reducing traffic deaths.” Last year, 83 motorcyclists died in accidents on the city’s streets and avenues.

Campinas, a city located around 100 km from the capital of São Paulo, has 1.138 million inhabitants and 977 thousand vehicles. Cars represent the largest portion, totaling 635 thousand units in May 2024, according to data from the Senatran. Next are motorcycles, which total 137 thousand vehicles, in addition to 20 thousand scooters.

Motorcyclists are a risk group

Motorcycle drivers are the ones who die most in accidents in Campinas. In 2014, 69 motorcyclists died in accidents in the city. Occurrences fell during the pandemic, but rose again in 2022, with 71 deaths. Last year there were 83 fatalities.

“It is a significant increase that was not followed by other traffic users and that is worrying, even though the fleet of motorcyclists is growing”, explains Rafael Bueno da Silva, inspection coordinator of the Initiative Bloomberg for Global Road Safety in Campinas and the State of São Paulo.

Motorcyclists are also those who die most in speeding incidents. Of the 52 fatal accidents with drivers exceeding the permitted limit that occurred in Campinas in 2023, 34 were riding motorcycles or riding pillion.

The certainty of impunity also causes motorcyclists to break more laws. “The Bloomberg initiative supported the city in an effort that tried to combat the behavior of motorcyclists who exceeded the speed at checkpoints and covered the sign with their hands”, explains Silva.

Why are there so many fines for motorcycles in Campinas?

The coordinator of the Bloomberg Initiative works together with the city of Campinas with the aim of reducing the number of traffic deaths in the municipality to zero. According to him, to achieve this goal, “cities need to work based on evidence and the Initiative supports the city in this effort”.

According to Silva, an observational survey carried out by Johns Hopkins University in conjunction with USP in Campinas, determined that four out of every 10 motorcycle drivers were traveling at speeds above the permitted speed. While 20% of car drivers ran above the limit, 40% of motorcyclists exceeded the maximum speed limit.

“The city of Campinas understood, with this evidence, that it needed to reinforce the inspection of motorcyclists in order to be able to reduce the number of deaths in this specific group”, he summarizes. Therefore, “it is natural that you will have more infractions recorded for the group that is mainly the focus of the operation than other types”.

At the same time, “when you inspect motorcyclists, you also inspect the condition of the motorcycle”, explains Silva. Therefore, lack of license, expired document and the condition of the vehicle are conditions that are more frequently measured when raids focus on motorcycles. In June, for example, 42 motorcycles stopped in a traffic stop in Campinas were seized due to irregularities in the exhaust pipes.

Action plan

A survey carried out by the Bloomberg Initiative determined that the avenues John Boyd Dunlop, Ruy Rodriguez, das Amoreiras and Presidente Juscelino are the ones with the most deaths in the city.

The blitzes carried out in July left out, from the avenues mentioned above, Amoreiras and Presidente Juscelino. However, they also monitored busy points, such as the roads Mayor José Nicolau Ludgero Maselli, Washington Luiz, José Christóvão Gonçalves, Comendador Aladino Selmi and José Amgarten.

In addition to increased enforcement, Bloomberg supported a mass media campaign to raise awareness among motorcyclists about the risk of driving violations. To obtain better results, “these campaigns need to be based on data and evidence and be combined with inspection blitzes during this period”, says Mariana Pires, communications coordinator for the Bloomberg Initiative for Global Road Safety in Campinas and the State of São Paulo.
